Locking a certification year
Once a year is submitted, lock it so its records can't change.
Organic → Year archive lists every certification year. Lock a year once it's submitted: its OSP sections lock and records dated in that year can't be edited. Later fixes go in as new records or amendments, which is what inspectors expect.
Need to change something? Unlock the year on the same page; the change is kept in the audit trail.
